Greater Manchester Fire and Rescue Service are running a Prince’s Trust Team programme in your area.  
To successfully complete this 12 week course, the group of 12 young people who are 16 – 25 years old must complete two challenges that will benefit their local community.

Are you a voluntary or community group that is interested in any of the following:
• Need a hand with rubbish removal, gardening or clearing out of spaces?
• Transforming a piece of spare land?
• Identified resources that you would like that you have been unable to secure?
• Got a room or building that needs a lick of paint?
• Would like a scheme of activities or a project to run with your members? 
• Expanding your services or the amount of people that you reach?
• Have any other ideas about how a group of young people could benefit you? 

There will be no cost to your organisation as the young people have to fundraise enough money to cover the cost of any resources and any work that they complete.

This is an ongoing opportunity so please feel free to contact us any time and we will see how we can work together.

Could you host a 2 week work placement for a Team member?

All of the young people we work with are unemployed and are trying to improve their future prospects.  They are carefully selected from large numbers of applicants and many of them just need the 1st step on the ladder.

85% of young people who complete the Team programme go on to further education, employment or training within 3 months of completing this course.

Faiths United Tameside (http://www.t3sc.org/Your_networks_your_voice/Inter_faith_network) is a network represents the Faith Communities across Tameside. Many people recognise that a religious faith can support the well-being of individuals and of communities, particularly in times of trouble.

As people who live in Tameside, we want to draw attention to the generally peaceful way in which different people can get along in the towns where we live.  We are committed to moving forward, and learning how to understand each other’s way of life. We believe that the vast majority of us care, even for the person who is different from us. 

We believe that all members of society have the right to representation and respectful dialogue and would urge the whole of the local community to use this opportunity to declare peacefully their opposition to any form of extremism and the promoting of any political agenda which is not rooted in the local community. As people of faith we want to state clearly that violence and extremism of any form is contrary to the principles of our faiths.

Despite the problems that we will always face in our daily lives, and the things that are bound to go wrong, what divides us and makes us fearful of each other will always be weaker than that which unites us, that is, our common humanity.
We call for calm, for people to support our life together in Tameside in simple friendly ways, and for a commitment of all people of goodwill to do their bit to mend and promote community relations in Ashton-under-Lyne.

TAMESIDE METROPOLITAN BOROUGH COUNCIL PROVISION OF DIRECT PAYMENT SUPPORT SERVICES INCLUSION ON A LIST OF APPROVED SERVICES shim
Tameside Metropolitan Borough Council is committed to the provision of high quality services to enable people to have maximum control over their own care and support and achieve the best outcomes in their everyday lives.

Direct Payments are an alternative to traditional care and support services.  The Council provides cash payments for individual Service Users to purchase services that meet their assessed care needs.  This gives the person receiving services more choice and control over how their care needs are met.  Recipients of Direct Payments can choose to employ their own care workers known as Personal Assistants (PAs) or to buy services from a provider or a mixture of the two.   

In providing Direct Payments, local authorities are also expected to provide an adequate service to support those who need assistance in managing their Direct Payments. 

We are looking to establish a list of providers of approved services for:

A. Standard Payroll service
B. Managed Accounts service with Payroll
C. Managed Accounts service without Payroll

There will not be a guaranteed number of accounts but commissioners, care co-ordinators and Service Users and their Representatives will have access to the list of approved services from which to choose services required.

Tameside MBC is inviting organisations, via a completed Organisational Questionnaire (OQ), to be included on the list of approved providers. This will be an open list, re-advertised on an on-going basis.  

Information from the OQ will be included in the contract and be used by care-coordinators and service users to inform decisions.

Providers interested in applying to be placed on the list of approved day services should complete an OQ. All OQ and supporting documentation must be completed and submitted electronically by using Pro Contract by the due date of 29 July 2013 @ 12.00 hrs.

Free IKEA Eco tour shim
IKEA are currently offering free eco tours to children, young people community groups and schools. These can vary from a recycling tour, a tour of products to find out more about how they're made, sustainable design workshops, tree/seed planting etc.

Girls in Gangs shim
The Centre for Mental Health has published the report - A need to belong, which argues young women who associate with gangs are three times more vulnerable than other children in the system. The report analysed data gathered during screening assessments of 8,000 young people at the point of their arrest. The database identified 80 young women with gang associations from the sample of 8,029 young people, with a mean age of 15.

Key findings from the report include:
• Girls in gangs had a significantly higher average number of vulnerabilities (9.5) than boys in gangs (7.0), female entrants (3.7) and general youth justice entrants
• Nearly 40% of girls with gang associations showed signs of behavioral problems before the age of twelve
• Girls with gang associations were more than three times more likely to have a history of running away and exclusion from school, to have experienced sexual abuse, violence and neglect at home
• Just over a quarter were identified by workers as having a suspected diagnosable mental health problem. 30% were also identified as self-harming or at risk of suicide. 30% also identified having sleeping or eating problems

Disclosure and Barring Service launches a new service - 17 June 2013 shim
On 17 June 2013 the Disclosure and Barring Service (DBS) launches a new service, called the Update Service. 

Government priority
The Update Service is one of the government’s top priorities. It will put individuals in greater control of their own information; allow DBS certificates to be reused when applying for similar jobs; and reduce bureaucracy. 
The new service should save the customer time and money and improve the overall safeguarding landscape.

Benefit system changes and older people shim
The Welfare Reform Act 2012 is bringing major changes to the benefits system. It is mainly aimed at reforming the benefits system for people of working age, but some of the changes will affect older people too.

New code of practice for prime and subcontractors shim
NCVO and Serco have published a new ‘Code of Practice’ which aims to support prime and subcontractors in the private and voluntary sectors in working together. The code provides advice on how the relationship between prime and subcontractors can be improved, with particular emphasis on how problems faced by subcontractors, such as being used as ‘bid candy’ and being exposed to significant financial risk, can be avoided.

Pride of Tameside Awards 2013 - deadline extension shim
The deadline for nominations for Young Volunteer of the Year Award has been extended to 5pm on 7 June 2013

The deadline for all other nomination categories remains as the 31 May 2013

Outstanding Achievement: The Alex Williams - Young Volunteer of the Year Award
This Award category has been created in Alex William’s memory and is sponsored by Tameside College. 
Alex was an exceptional young man who touched the lives of people across Tameside and the wider community. He achieved national recognition for his work for the Meningitis Trust and provided a beacon for young people through his dedication to sports coaching. He was a great young man who inspired everyone with his courage and won the admiration and respect of thousands.
The young person who will receive the” Young Volunteer of the Year”  for Tameside will have made a difference to the lives of others through volunteering or fundraising activity and their good work has had a real impact on the young people or adults they work with. They may already have achieved local or national recognition for their dedication to helping others.  Our Youth Ambassador will be a model for all young people across Tameside and the wider community.

Probation reforms would allow charities to bid for payment-by-results shim
The Ministry of Justice has announced reforms that will see charities invited to bid for payment-by-results contracts to help reduce reoffending.
The reforms to the way criminals are rehabilitated would involve every person who leaves prison serving a minimum of 12 months under supervision in the community. 
A statement from the MoJ said the new approach would see an enhanced role for voluntary and private sector organisations on a payment-by-results basis.

Big Society Capital Looks Back and Ahead shim
Last year the Government set up Big Society Capital as a social investment bank with the aim of radically changing the way Britain's social sector is funded. With £400 million from dormant bank accounts and £200 million from High Street banks, the new institution aimed to kick-start what's called the social investment market. 

According to its first annual report, Big Society Capital has committed £56 million to 20 social investment intermediaries over the past year. And it plans to commit another £75 to £100 million in up to 20 new investments in the next financial year. It also made a loss of £1 million during the period April to December 2012.

Job satisfaction highest in voluntary sector shim
More than half of employees in the voluntary sector feel engaged at work, compared with 37 per cent and 33 per cent of staff in the private and public sectors respectively, according to the Chartered Institute of Personnel and Development.

The CIPD’s latest quarterly Employee Outlook, which surveyed employees across all sectors about their attitudes to working life, found that engagement in the voluntary sector is driven not only by an affinity to the organisation's core purpose, but more importantly by open and honest management teams and cultures of mutual trust and respect.

The survey found that voluntary sector workers (compared to public and private sector workers):
• Enjoy the highest rating of job satisfaction 
• Are aware of what is happening in their organisations
• Are most likely to agree that their directors and senior managers treat them with respect and are most likely to have trust and confidence in their leaders
• Are the most attuned to their organisations' core values and purpose
• Have the most confidence in their ability to feed their views upwards
• Are most likely to achieve the right work-life balance.

Small charities suffer from skills deficit, survey reveals shim
Many small charities are struggling in areas such as fundraising and long-term strategic planning because of skills gaps, according to new research.

The UK Small Charity Sector Skills Survey 12/13, published by the Foundation for Social Improvement at the end of April, drew responses from 308 charities with annual turnovers of less than £1.5 million. Thirty-seven per cent of respondents said they could not improve their services because of skills gaps among staff, while 66 per cent said they had no funding available for training and development.

Although many small charities had adequate skills in terms of completing applications for funding from local authorities, 35 per cent of respondents to the survey said they did not have the necessary skills or experience in areas such as dealing with major donors, or in corporate or online fundraising.

Pauline Broomhead, chief executive of the FSI, said: "Although all charities are facing increased pressures during this time of economic uncertainty, these issues place a greater strain on small charities. These organisations are already overstretched, with staff taking on multiple roles and a heavy reliance placed on volunteers to deliver services."

Were flying the flag for IDAHO shim
Community and Voluntary Action Tameside are Flying the Flag in support of International Day Against Homophobia and Transphobia.

On 17 May the Lesbian & Gay Foundation (LGF) are calling upon all organisations, individuals and groups to visibly mark the day by ‘Flying the Flag’ 

Flying the flag not only raises awareness of the impact that homophobia, biphobia and transphobia continues to have on lesbian, gay, bisexual and trans (LGBT) people and communities, but shows recognition of the positive contribution of LGBT people locally.
Many lesbian, gay, bisexual and trans individuals, their friends, families and employers often use rainbow flags or rainbow images as an outward symbol of their identity or to show solidarity and support.

Report reveals the true state of the Greater Manchester voluntary sector shim
A report launched on Friday 10 May 2013, by Centre for Regional Economic and Social Research at Sheffield Hallam University, has revealed the true social and economic impact of the voluntary sector in Tameside.

CVAT has been working with a partnership of local support and development organisations in Greater Manchester, the research has revealed that at the beginning of 2013, in Tameside:
there were 1,068 community and voluntary organisations, co-operatives and social enterprises; 
the total income of the sector was £47 million (financial year 2011/12); 
735 organisations had an annual income of under £10,000; 
26,200 individuals volunteered within the sector; 
73,900 volunteering hours were logged; 
 
The data, gathered over a six month period by a number of support and development organisations across the Greater Manchester region, was analysed by Ian Wilson and the team at the Centre for Regional Economic and Social Research at Sheffield Hallam University. Commenting on the report, Wilson stated:
"It’s clear from our research that the voluntary sector in Greater Manchester us varied and wide-ranging and is important to the lives of its residents. The report highlights many impressive markers of the sector’s economic and social impact. It has, for instance, an important role in promoting growth and supporting those in need of assistance. However caution is required: the sector is faced with increased demand but continues to be affected by the economy and public sector cuts”
 
Director of the Greater Manchester Centre for Voluntary Organisation, Alex Whinnom, told those present:
"This report proves that we have a strong, resilient and responsive third sector in Greater Manchester but we must not assume that it is indestructible. We are in a rapidly changing relationship with public funding, and some of the services relied on by our most vulnerable residents are fragile”.
 
A panel discussion, chaired by Professor Maggie Pearson (Dean of the College of Health and Social Care), included Professor Peter Wells (Director of the Centre for Regional Economic and Social Research at Sheffield Hallam University), Kate Green MP, Baron Frankal (New Economy) and Sue Lightup (Salford City Council)

Ensuring Survival in the Third Sector shim
The third sector is constantly changing. How can managers in the sector ensure that their services and organisations thrive amid economic pressures, policy change and increasing demand?

In January, the Public Service (Social Value) Act went live. The Act, which asks local authorities to consider how their commissioning decisions can most benefit society in general, could open the door for charities and social enterprises to work with public sector bodies in new and innovative ways. However, there are challenges associated with this.
How do charities and social enterprises organise themselves in order to win and deliver new projects? And can they provide compelling evidence of the impact of their work to public sector commissioners? Will the contracts only go to larger charities or consortia?

Over the last 2 years, over 100 people working in the third sector have joined Anglia Ruskin University's Cert HE Charity and Social Enterprise Management course in order to address questions like this. 

Modules on the part-time two year course include Social Enterprise, Impact Measurement and Financial Management in the Third Sector.
The first group have recently completed their course and they will attend a graduation ceremony this autumn. Every one of them said that they would recommend the course to others.

Pride of Tameside Volunteer and Community awards shim

 

The Pride of Tameside Volunteer and Community Awards will be held 26 June this year. We are in discussions with a local venue who are offering to sponsor the event; we will have details about the date and venue in the CVAT newsletter and in our next e-bulletin.


The deadline for entries this year will be 31 May so get your nominations in early.


This event will recognise the outstanding contribution made by Volunteers and Volunteer Involving Organisations in Tameside.
Individual Volunteers


The Volunteer Centre Tameside Volunteer Award scheme was set up in 2005 to recognise the commitment and achievements of local volunteers. This will continue as before, Bronze (100 hours), silver (200 hours) and gold certificates (500 hours) are awarded to volunteers in recognition of the commitment made to a charity or Volunteer involving organisation.
Outstanding achievement awards will be presented in recognition of extraordinary achievements in the world of volunteering.

Awards presented in recognition of the greatest contribution to the local community. All organisations taking part will receive a certificate.


Tameside’s Volunteers and Community groups make a huge difference to every ones lives, this is our chance to say thank you for the work they do all year round.

Skills and Employment shim
The Institute of Education has published the first results of the Skills and Employment Survey, detailing the rising trend in the number of roles that require degree level qualifications. The national survey sampled over 3000 workers aged 20-60 and is conducted every five to six years, showing employment trends across this period.

Education Commission Survey shim
The National Youth Agency has launched an independent commission to assess the value of youth work within formal education across England and Wales. The commission is being chaired by Tim Loughton MP and will gather evidence across the youth work and education sector. To facilitate this, a short Education Commission Survey has been launched to capture the views and experiences of anyone working in the youth field. The commission is also looking for organisations that can provide examples of best practice or would like to attend an evidence session on June 10 and July 19, to discuss their views on education and youth work. 

Any organisations interested in the above should highlight this on their survey response and the commission will be in touch with them directly.

Charity finances subdued by economic climate shim
NCVO’s latest Almanac has recorded the biggest fall in the voluntary sector’s real-terms spending since records began in 1996
The latest figures (for the year 2010/1) show that spending stood at £36.8 billion, a real-terms fall in spending by the sector of £800 million compared to the previous year’s inflation-adjusted figure of £37.6 billion.

In cash terms, the charity sector generated an extra £2 billion in income in 2010/11 compared to the previous year, with a total income of £38.3 billion. But rising costs wiped out the effect of this increase and meant that the sector’s real-terms income was almost identical to its level in 2009/10.

Millions of Britons Run for Charity shim
An estimated five million Britons have run for charity in the past year, raising an average of £280 each, according to a survey carried out by the Charities Aid Foundation (CAF).

73% of runners have raised money for a charitable cause in the last year.

The survey found that:
Women are more likely to join fun runs than men, 16% having taken part in a run compared to 13% of men.
Men are more likely to raise substantial amounts of money when they run; 19% of men who ran raised more than £500 in the last year compared to just 5% of running women. 

The survey highlighted the growing trend for charity runs over the years, evidenced by participation rates across the age groups.

Neighbourhood planning fund opens shim
A new £9.5 million grants programme to help hundreds of areas across the country create neigbourhood plans opened for applications on 1 May.

The Supporting Communities in Neighbourhood Planning programme was established under the Localism Act 2011, which introduced statutory Neighbourhood Planning in England. It enables communities to draw up a Neighbourhood Plan for their area and is intended to give communities more of a say in the development of their local area (within certain limits and parameters).

These plans will be used to decide the future of the places where you live and work giving opportunities to:

• choose where you want new homes, shops and offices to be built;
• have your say on what new buildings should look like;
• grant planning permission for the new buildings you want to see go ahead.

Administered by Locality, the programme will support groups developing neighbourhood plans in two ways:
  • Direct support – advice and support, tailored to meet the needs of supported neighbourhoods.
  • Grant payments – up to £7,000 per neighbourhood area, to contribute to costs incurred by the group preparing a neighbourhood plan or order.
The programme is underpinned by activities and resources to share learning, promote good practice, and encourage networking for groups developing neighbourhood plans.

GMCVO holds first meeting for members shim
Representatives of over 60 voluntary organisations attended a meeting of GMCVO members. The half-day session provided an opportunity for delegates to find out more about their work, to meet GMCVO staff and network generally.

Presentations from staff included a view of the operating environment for the voluntary sector in Greater Manchester over the next few years, and short summaries of some of their current work.

Following the success of this first event GMCVO plan to hold further member’s meetings in the future.
Policing plans for Greater Manchester shim
The Greater Manchester Police and Crime Plan 2013-2016 was published at the end of March.

The plan reflects the priorities of local people following a public consultation carried out by Tony Lloyd, the Greater Manchester Police and Crime Commissioner.

New Gift Aid system introduced shim
New methods for claiming back the basic rate of tax on Gift Aid donations came into force on 22 April.

Under the new rules, charities and community amateur sports clubs (CASCs) can claim in three different ways – using an online form, through the charity’s database, and by paper form. 

The new scheme becomes compulsory in September 2013.

Action for Sustainable Living is in the final year of a four-year Lottery-funded project supporting communities in south Manchester to become more sustainable, resilient and skilled through engagement in community environmental activities.
ASL is looking for an Evaluation Consultant to analyse the impact of this project on people’s lives. The Consultant will gather target quantitative information, guide and incorporate qualitative data from existing information and additional interviews and produce a user-friendly report. New support service for professionals working with offenders families shim
Barnardo’s has joined up with Manchester-based POPS (Partners of Prisoners and Families Support Group) to provide information, support and training to professionals working with families of offenders, including those working in prisons, probation, voluntary organisations, local and health authorities.

A two-year contract worth £900,000 has been awarded by the Department for Education for the running of the National Knowledge and Advice Service which will share best practice and offer training and support to frontline staff and those responsible for strategic development and commissioning.

Volunteering for charities 'makes private-sector employees more engaged' shim
Pam Webb of the Zurich Community Trust has told the Funding Your Future conference that more effective ways to connect employees to opportunities are needed.
She explained that companies are keen to work with charities that offer volunteering opportunities for employees because it improves their own business
Pam Webb, head of the Zurich Community Trust and chair of the steering group of the London Benchmarking Group said that volunteering improves the skills of employees and strengthens their commitment to their employers.


Public service contracting code published shim
According to a code of practice published in April prime contractors should not cherry-pick the best clients and must not use charity sub-contractors as "bid candy" when working together on public service contracts.

The code, produced by the National Council for Voluntary Organisations and services company Serco aims to help improve the relationships between the private sector and the voluntary and community sector when they work together to deliver public service contracts.

The guidelines have been drawn up after charities experienced problems delivering Government contracts that use the prime and sub-contractor model of working.   


NCVO appoints Karl Wilding as its director of public policy shim
The National Council for Voluntary Organisations has announced that Karl Wilding will be its new director of public policy.

Wilding is currently head of policy, research and foresight and will take over from deputy chief executive Ben Kernighan, who will leave to become chief executive of the National Union of Students in June

"This is a dream job for anyone who believes in the voluntary sector," he said. "My big priority this year is working with our members in the run-up to the next general election to ensure that charities’ priorities are on everyone’s agenda."

The Scout Association has been successful in obtaining a grant from the Youth United Foundation to support the creation of new scout groups across Greater Manchester. It is hoped that this new provision will create opportunities for 1200 young people to experience scouting, supported by 240 additional volunteers.

This is due to an car accident at Easter (thankfully no one was hurt) which badly damaged the front of our lovely Volunteer Centre building. However, like the true professionals that they are, our Penny Meadow staff rolled up their sleeves and got to work clearing the space whilst the builders made the front safe and secure. In Kind Direct is a charity which distributes all kinds of consumer products donated by manufacturers and retailers to mainly small, local charities in the UK.

 

Products range from toiletries, cleaning products, toys, clothes, and stationery etc. Donors include Procter & Gamble, Unilever, Kimberly-Clark, Disney and many others. Charities can participate in the scheme by registering online with In Kind Direct and agreeing to use the goods they receive to run their charities or to give to the people they support for free. Once they’ve signed up, charities order goods online and pay a handling fee which covers delivery and usually equates to 10-20 per cent of what they would pay in the shops.

Improving Patient Safety in Primary Care shim

Call for applications from public users of the NHS to take part in patient safety in primary care research activities
Researchers at the University of Manchester and NHS Greater Manchester are inviting applications from members of the public who use NHS primary care services, for example GP surgeries and pharmacies to contribute to the work of the NIHR Greater Manchester Primary Care Patient Safety Translational Research Centre. (MATRiC-PCPS).

Aims of the research
MATRiC PCPS aims to improve patient safety in primary care through a process of intensive research over a 5 year period. Whilst a significant amount of research has been carried out to improve patient safety in NHS hospitals, making improvement in primary care would benefit from additional research. The safety risk to patients in the primary care setting is less than in other health sectors, but the number of patients seen in the primary care setting is much larger.

What is involved?
Members of the public and patients will be an integral part of the research process and will contribute to shaping the design of the research. Applicants are invited to join the Research User Group (RUG) and work in partnership with the research team. Members of the RUG, will have the opportunity to be involved in decision making at all levels. There will be an opportunity to be a core member and attend meetings on a six weekly basis, or take part as an associate member, attending two meetings a year and taking part in engagement and promotion events.

Eligibility
We would welcome an application from you if you live in the Greater Manchester area and have experiences of NHS services in the primary care setting within Greater Manchester. Whilst it is important to have an interest in health related research, it is not necessary to have experience of any patient safety issues or knowledge of the research themes.
We are looking for a broad cross-section of people who use primary care services and can help to
ensure that the views, experiences and interests of patients, carers, service users and community members inform the intended research processes and methods used. We are committed to the values of equality and diversity and welcome applications from all sections of the community.

Reward and Recognition for your involvement
To recognise the contribution that RUG members/associate members will be making to the research process, we will offer payment for time, skills and out of pocket expenses where this contributes to the work of MATRiC-PCPS. The rates of payment offered will vary depending on the activity.

Expression of Interest: CVAT Website shim

Following the merger between T3SC and Volunteer Centre Tameside, a new organisation was created to be the primary source of support for individual volunteers, community, voluntary and faith groups and organisations in the borough.

Over the past three months, we have been undertaking the mammoth task of removing all T3SC marketing materials and replacing/updating with the new CVAT documents. We have also been looking at display materials and our online presence, including the website (currently www.t3sc.org)

Community and Voluntary Action Tameside would like to create a new website which will enable them to bring together a number of their projects/initiatives under ‘one roof’. The site will need to be driven by an ‘easy-to-use’ CMS and be compatible with a CiviCRM database.

We also wish the contractor to host the site and potentially host the CiviCRM database too.

Talent Match partnership clears first application round shim

A partnership of organisations in Greater Manchester, led by GMCVO, has successfully passed the first stage application for Talent Match funding and has been invited to submit a detailed project proposal.

Talent Match is a Big Lottery Fund programme aimed at helping young people into employment in England's worst hit areas.

Launched In June 2012, the £100 million programme is targeting 21 Local Enterprise Partnership areas in England with the highest numbers of 18-24 year olds not in education, employment or training.

In these areas, programmes will be developed and delivered by cross-sector partnerships led by a voluntary organisation, and with the active involvement of young people. The Greater Manchester area is expected to receive £9.6 million over five years.

Final stage applications are due by 24th June, with decisions expected in September 2013.

Provision of day time support for adults with social care needs shim

PROVISION OF DAY TIME SUPPORT FOR ADULTS WITH SOCIAL CARE NEEDS – INCLUSION ON A LIST OF APPROVED DAY SERVICE

 

Tameside Metropolitan Borough Council Adult Services are committed to the provision of high quality services to enable people to live in their own homes. They are looking to establish a list of approved services to provide day time support/activities for FACS eligible service users in adults' social care. These include older people and people with learning disabilities. They will be looking for providers who are able to offer a more generic approach. The rate will be up to a maximum of £30 per person per day. Providers may wish to submit a price lower than this.

 

Tameside MBC will not be providing buildings from which these services will operate. Providers will need to consider this along with transport during the day. The aim is for service users to experience inclusion, choice and control in their day time activities. There will not be a guaranteed number of placements but commissioners, care coordinators and service users will have access to the list of approved day services from which to choose.
 
Tameside MBC is inviting organisations, via a completed Organisational Questionnaire (OQ), to be included on the list of approved providers. This will be an open list, readvertised continually on an ongoing basis. In addition to the OQ, providers are required to include a description of the service they will provide (service specification) including the time that the service will be open, where/how it will be delivered and the price per person per day. This will be included in the contract and be used by care coordinators and service users to inform decisions.

 

Providers interested in applying to be placed on the list of approved day services should complete an OQ and service specification. All OQ and service descriptions (which will form part of the service specification) documentation must be completed and submitted electronically by using Pro Contract through: www.thechest.nwce.gov.uk by the due date of 26 April 2013 at 12pm.

Tameside MBC, acting as the lead commissioner for the Greater Manchester Public Protection Partnership, is inviting expressions of interest in the above tender.

 

This is an open tender. It is expected that the Emergency Call Out Service will provide:

  • A 24 hour, 365 days a year contactable and reactive service.
  • Provision of immediate over-the-phone advice, and prompt onsite attendance anywhere within the Greater Manchester conurbation (within a period of 90 minutes for 95% of call outs).
  • Onsite analytical capability for identification of gas, liquids, powders and solids.
  • Ability to provide advice in dealing with environmental incidents, including the release, spillage, emission or leachate of bio/chemical agents potentially harmful to health.
  • Ability to work in conjunction with Local Authority, Emergency Service and/or Health Sector personnel.

Anglia Ruskin University's unique VCF sector course is now available everywhere shim

 

Anglia Ruskin University’s specialist course in Charity and Social Enterprise Management can now be studied entirely online.  Designed for people working in the voluntary, community and faith sector, the course was launched in March 2011 and has proved to be very popular.

 

Perhaps the secret to the course’s popularity is the way it focuses on real life issues. 'No one starts work in the third sector because they want to take up business planning or write a marketing strategy – but when they move into management they are expected to do just that,' says Course Leader Andy Brady. 'Our course aims to provide the right blend of cutting edge theory and practical application, benefitting individuals and organisations working in the sector.'

 

Claire Nunes from Relate Cambridge said 'I have benefitted enormously from this course in terms of skills gained and also in terms of networking with like-minded individuals. I have been given many useful and practical ideas which in turn have increased my confidence in the role.'

Tender For The Provision Of A: Domestic Abuse : Drugs & Alcohol Service shim

 

Tameside Metropolitan Borough Council and its partners are looking to contract with an organisation to provide a Domestic Abuse: Drugs and Alcohol Service.

 

The Domestic Abuse: Drug and Alcohol Service (DA:DA) will provide support and specialist services to families in crisis where the priority issues are domestic abuse/violence and/or substance misuse.

 

The Provider will operate several elements whilst locating and utilising other existing appropriate services to support to victims of domestic abuse living in Tameside with the aim of reducing repeat victimisation and helping prevent the damage inflicted by abuse.

 

The core service elements of the DA:DA service are:

 

·         Care coordination, including statutory IDVA provision.

·         Emergency housing provision/24 hour refuge.

·         Advice and support and access to services.

 

The purpose of this service is to integrate the functions and services that are required to support victims of domestic abuse as a whole, care coordinating and navigating through their needs using both the service and the network of other existing services and help that is available to allow the client to become independent.

 

This contract is planned to run for a period of 3 years commencing on 1 October 2013, subject to continued available funding and satisfactory service delivery (with the option to extend for a period of up to 2 years).

The estimated contract value is £500,000 per annum. 

The award of the contract will be in keeping with a best value approach which will jointly evaluate quality factors and price.

The purchasers would welcome bids from smaller and voluntary sector providers or those wishing to bid as a consortium.

The first AGM for CVAT will take place during the lunch period of the Voluntary and Community Sector Expo on 30 January 2013.

 

At the AGM, in accordance with the organisation's constitution, all of the nine founder Directors/Trustees appointed by VCT and T3SC will stand down but are able to restand for election to the board. In total there are 15 places available on the CVAT board.

Tameside Metropolitan Borough Council: Tender For Inclusion On A Standing List Of Providers Offering Inpatient Detox And Residential Rehab Services

 

Tameside Metropolitan Borough Council and its partners are seeking expressions of interest from organisations who wish to join a standing list of Providers offering a range of specialist and non specialist Tier 4 Inpatient Alcohol and/or Drugs Detox provision (Lot 1) and a range of abstinence-based Primary and Secondary Residential Rehabilitation Treatment services (Lot 2) to be accessible to residents of Tameside and Glossop which will offer flexible treatment packages suitable for the differing level of Service User need and complexity. Interested organisations are reminded that this tender is for inclusion on a standing list only and once approved, all placements will be subject to a panel process.


We are committed to reducing substance misuse related harm in Tameside and Glossop by supporting people who misuse drugs and alcohol to change so that these substances no longer have a detrimental effect on their lives or those of their families and friends. We commission a range of services that work together across the spectrum of prevention to recovery delivering a range of interventions that enable Service users to become free from alcohol and drug harm.


Lot 1 – Inpatient Detox

The aim of the Service is to provide short episodes of Tier 4 inpatient alcohol and/or drug detoxification with 24 hour medical cover and multidisciplinary team support, as described below. The service exists to provide both stabilisation and crisis management, depending on the individual needs of the Service User.

 

The objectives of the service are:

  • To provide a period of drug-free recovery as appropriate.
  • To provide supervised medication to prevent withdrawal symptoms from alcohol dependency alongside the clinical management of related and other medical conditions.
  • To provide effective psychological interventions, such as cognitive behavioural therapy and relapse prevention therapy.
  • To reduce the use of illicit or non-prescribed and other drugs.
  • To facilitate, support and maximise the opportunities for abstinence from alcohol and drugs.
  • To improve overall personal, social and family functioning.


Lot 2 – Residential Rehabilitation

The aim of the abstinence-based Primary and Secondary Residential Rehabilitation Treatment service is to provide:

  • A supportive and therapeutic environment as a key component of the    recovery ethos of the service provision.
  • A care planned structured rehabilitation programme designed around the health, social and psychological needs of an individual Service User.
  • Specialist support to provide a route out of dependency on drugs and/or alcohol and re-integration into the community.

The objectives of the service are to:

  •  Sustain alcohol and/or drug-free abstinence in particular to follow on from detoxification.
  •  Provide effective psychological interventions, such as cognitive behavioural  therapy and relapse prevention therapy to understand and deal with addiction.
  • Develop a plan for psychological support to help a Service User address any underlying trauma.
  • Provide strategies to move away from the use of illicit or non-prescribed and other drugs and to overcome dependency on alcohol.
  • Facilitate, support and maximise the opportunities for abstinence from alcohol and drugs as part of a re-integration strategy.
  • Improve overall personal, social and family functioning.
  • Encourage mutual support as a means for sustaining abstinence.
  • Deliver a realistic re-integration plan to allow a Service User to re-enter their local community. This may involve plans for re-settlement.

Community and Voluntary Action Tameside (CVAT) has launched a new Specialist Support Fund


Aim of the fund: To help local community, voluntary and faith organisations in Tameside secure the specialist support to address an identified gap within their organisational development, which cannot be easily filled without some form of specialist advice. Examples of specialist advice covered by the fund are: legal advice; business advice; health and safety; IT/marketing and communications; accountancy/financial management advice or Human Resources Support.

Amount: The maximum amount you can apply for from the Bursary Fund is £1,000, although we expect that the average award will be £600.

Deadline: You can apply any time up until 30 September 2012.

Community First grants shim
 
What is Community First? Community First is an England-wide programme, funded by the Office for Civil Society, on behalf of the government. It will run for four years, until March 2015. The fund will help communities come together, become more resilient, and make their local area a better place to live.

Neighbourhood Match Fund: A £30m fund to encourage people to give time and expertise to local projects. The funds will be distributed to 600 areas across England, which have been selected by Community Development Foundation according to several criteria.


Community First Panels: Each of the 600 areas will have their own panel, comprised of local people to represent their community. They will be involved in creating a plan for the local area, raising awareness of the funds, and planning how they will match and spend the money.

The following wards in Tameside have been selected to receive Community First funding:

  • Denton North East
  • Hyde Godley
  • Hyde Newton
  • Longdendale
  • Ashton St Peter’s
  • Stalybridge North

Better Futures Tameside (BFT) is a new consortium, created by a number of not for profit organisations operating in Tameside in order to safeguard and grow high quality Voluntary, Community and Faith Sector (VCFS) service provision for children, young people and families.

Tameside State of the Sector Survey - have your say! shim

 

In 2009, the State of the Sector Survey found that there were 1,115 community, voluntary and faith organisations in Tameside, with an income of over £20 million. Local decision makers took note of the survey results and we know it increased their understanding of the sector and meant they could see what an important social and economic contribution we make in our area.


It is now time to repeat the survey in 2012 and we want to know how government cuts and the recession have affected our sector. We need you to take part in the survey. The research can be used to drive improvements in Tameside if enough groups take part.

Applications for grants are now open to community, voluntary and faith groups/organisations, charities, projects and youth services who provide community cohesion activities in the Hyde area, or those that wish to do so. Grants will be awarded up to a maximum of £1,000 per group, or two groups can apply together for £2,000.

 

Applications will initially be assessed for eligibility by a panel of the funders. Who gets funded will then be decided by residents of Hyde at a public event on Saturday 2 March 2013 to which groups chosen by the panel will be invited. At the event you will have the opportunity to tell attendees about your group and your proposed activity to persuade them to support your grant application.

Tameside 4 Good - Tameside Food and Drink Festival shim

The event was quiet but we still managed to raise £127.90 for Tameside 4 Good.

That makes a grand total of £155.36 raised in one day for Tameside 4 Good.

There will be plenty more opportunities for you to get involved and to show your support.

5 Ways to Wellbeing Community Grants Scheme shim

NHS Tameside & Glossop – Supporting Voluntary Sector to deliver the ‘5 Ways to Wellbeing’
As part of Tameside & Glossop’s Year of Health & Wellbeing NHS Tameside and Glossop released £82,000 to support a Community Grants Scheme for Voluntary and Community groups delivering projects that contribute to the ‘5 Ways to Wellbeing’. 
 
Five ways to wellbeing is an evidence based approach to better mental health using very simple steps. 

 
Facilitated by T3SC, the scheme funded projects between £5,000 and £12,000 (the size of funding most scarce at the moment) over 12-18 months to help support groups to develop their services or start new projects that improve local people’s mental wellbeing by contributing to the 5 Ways.

As part of this grant groups will receive training and support through T3SC and will attend the Mental Wellbeing Network run by NHS Tameside & Glossop which feeds into the local Mental Wellbeing strategy for our area and will give groups the chance to share ideas and best practice with other agencies.
 
Competition for the grants was fierce and 7 of the 22 groups that applied were successful in receiving funding from Tameside and Glossop Primary Care Trust.

Greener Journeys Manchester shim
 
£5,000 grants available for community organisations in Manchester
 
Greener Journeys is a national campaign to encourage bus use.  Made up of an alliance of bus companies as well as charities and local authorities
 
Three grants of £5,000 are being made available to Manchester-based community organisations and charities to promote bus travel to their members or supporters.
 
This project is part of the Greener Journeys campaign, working with local bus company Stagecoach.
 
Greener Journeys Manchester are looking to work with three non-profit organisations that have direct contact with the community and are in a position to influence their behaviour. They welcome applications from all types of organisation, including sports clubs/associations, religious groups, children/family groups, residents groups, green/environmental organisations, etc.
 
Successful applicants will come up with a plan that demonstrates innovative thinking to encourage and enable people to switch some of the journeys they take from the car to the bus. 
 
They will work with the three successful applicants to bring those ideas to life and expect them to spend up to £2,000 of the funding on delivery costs for their project.

Women offenders survey shim

The National Offender Management Service (NOMS) has asked GMCVO and Clinks (support providers to the VCS working with offenders) to help scope provision in Greater Manchester.

To this end, GMCVO has designed a simple survey to find out what VCS groups and organisations that work with offenders are doing, where they are they doing it, and how they are funded. Initially, the information collected will be used to open up a dialogue with commissioners and senior strategic leads throughout the criminal justice process.

Our aim is to support the voice of the local VCS to influence future service provision for women who find themselves in the criminal justice system as well as those at risk of offending.

Pride of Tameside - Volunteer and Community Awards Evening 2012 shim

CVAT (Community and Voluntary Action Tameside) are hosting a special celebratory event to recognise and reward the invaluable contribution made by Volunteers and Community groups in Tameside.

 

Individual Volunteers

The Volunteer Centre Tameside Volunteer Award scheme, set up in 2005, continues to celebrate the commitment, achievement and contribution that volunteers make. Certificates are awarded to volunteers in recognition of the commitment made to an organisation with Bronze (100 hours), silver (200 hours) and gold certificates (500 hours).
Nine Outstanding achievement awards will be presented in recognition of extraordinary achievements or commitment to volunteering.

 

Community Groups

For the first time, our new Community Group Awards Scheme presents an award to one community group from each District Assembly area, in recognition of the greatest contribution to the local community.

All organisations nominated will receive a certificate and 8 awards, representing each Town, will be presented to the chosen community groups.  1 Tameside wide award will also be presented.

 

Tameside’s Volunteers and Community groups make a huge difference to our lives, this is our chance to thank them for the hard work they do all year round.

Making Tameside a place where people are healthy and feel well…

 

Tameside’s first Joint health and Wellbeing Strategy will be published later this year. Now is your chance to contribute to its draft.

 

It has the following overall priorities:
• Improve local people’s health and wellbeing throughout their life
• Give extra support to people with poor health – to help them to improve faster
• Focus on innovation, efficiency, preventing illness and helping people sooner
• Provide more joined-up services
• Support public involvement in improvements
• Promote local action and an understanding that everyone has a role to play

 

The strategy looks at these and proposes actions under six headings:
1. Starting well – getting the best start in life for children
2. Developing well – helping children and young people do their best and have control over their lives
3. Living well – providing a safe environment, supporting healthy communities and reducing illness
4. Working well – supporting fair employment and good work for all
5. Ageing well – helping people to remain as independent as possible and making Tameside a good place to grow old
6. Dying well – making sure people have the right care for them at the end of their lives

 

For each set of proposed actions there are three questions:
• Are these the right actions to improve health and wellbeing? If not, why not?
• Is there anything you’d like to add which is missing?
• What can you to support these aims?

Community low carbon heating scheme launched shim

Community groups up and down the nation will be able to bid for a share of £8million to install low carbon heating like solar thermal panels, biomass boilers and heat pumps into homes in their local area. 

 

Priorities/details: The Renewable Heat Premium Payment (RHPP) Community Scheme will support communities to deliver clusters of domestic renewable heating systems. The RHPP community scheme aims to provide communities with the opportunity to cost-effectively organise local buying groups for renewable heating systems, potentially accessing bulk discounts and facilitating easier deployment for installers.


Technologies that are supported under the scheme include:

  • Solar thermal panels.
  • Heat pumps (air to water, ground source or water source, excluding air to air and exhaust air heat pumps).
  • Biomass boilers.
  • An introduction to the scheme can be found here.
  • Guidance for the Programme is available here.

Who for: Community-based organisations including community co-operatives, voluntary groups, social enterprises and development trusts will be eligible to apply.

Tameside LINk 'Enter and View' Hospital report shim
 
On 28 May 2012, Tameside LINk (Local Involvement Network) published the report of a year’s programme of visits to Tameside Hospital, where they interviewed patients and their relatives about the care they received. LINk logo
 
 
The LINk made observations and asked questions based on things that local people told us are important to them. The LINk’s intention in setting up this structured process to assess the hospital was to provide an independent evaluation of care delivery and to demonstrate any improvements that may result. To date, the LINk has made over 40 visits to the hospital and spoken to in excess of 400 patients and their relatives.

The report shows that the hospital has clearly made improvements in relation to infection control - in terms of the provision of hand gel and the cleanliness of the ward environment. Evidence of improvement to patients feeling well cared for has also emerged although further improvement is required. The LINk still has long standing concerns about whether people always get the help they need, when they need it and about information and communication (with patients and their relatives) – these appear not to have been resolved.

Bill Burgoine, the LINk’s Chair said, ‘This report marks the end of what has been an extensive programme of work which, together with a recent CQC inspection, has highlighted issues which need to be addressed. We welcome the hospital’s commitment to put these at the heart of their Quality Strategy. We recognise that whilst we still have serious concerns about many aspects of care, patients and their families report that they are happy with the care they have received and we have received many positive comments from patients and their families about the hard work that ward staff do. Looking ahead, the LINk hopes to improve collaboration with the hospital. We are pleased that hospital shares this commitment and welcome the fact that their draft Quality Report includes a commitment to permanently address the issues raised by our 'Enter and View' activities. We look forward to working with the hospital to ensure that they provide good quality services which are valued by the people of Tameside.’

Reports like this give the LINk an opportunity to share patients’ and their relatives’ experiences with the hospital as well as to demonstrate to Tameside residents that we’re actively seeking to address the concerns that they raise. These Enter and View visits rely heavily on the voluntary work of local people who help us to interview patients and to produce our reports. We must thank everyone involved for the tireless, dedicated work they put in.
 
Comprehensive Spending Review briefing shim

Briefing for voluntary, community and faith groups and organisations


The Comprehensive Spending Review fixes the spending budgets for each government department for the next period of office (2010 – 2015) and was presented by the Chancellor, George Osborne to the House of Commons on 20 October 2010. This Spending Review comes at a time when the government is spending significantly more money than it raises in taxation and is having to meet the gap (deficit) by borrowing at record levels.


The exact impact is uncertain as many specific decisions and details are to be announced. Tameside Third Sector Coalition (T3SC) expect that Tameside’s statutory services will not be fully aware of their own individual budgets until the end of this year or beginning of 2011. However the spending review will undoubtedly affect voluntary, community and faith sector funding where government funding makes up 38% in the UK, and will be particularly relevant to the 13% of charities that get over half their income from government.


Key announcements in the Spending Review for the sector include a new £100 million transitional fund aiming to help the voluntary and community sector adjust to new public spending budgets and additional resources to implement the Big Society agenda.


For all sectors including the voluntary, community and faith sector these are uncertain times but they may bring opportunities as well as inevitable challenges.

 

T3SC has written a  Comprehensive Spending Review briefing to help you understand the details and potential implications of the Spending Review nationally, regionally and locally. We will continue to work to support the voluntary, community and faith sector in Tameside and work with you to represent the sector’s views to decision makers as the implications of this spending review for our sector become clearer.
